The purpose of this study is to look at the problem of poverty from the perspective of consumption, by analyzing the relationship between consumption pattern and the stability of economic welfare of low income households. Data from the 9th wave of Korea Labor and Income Panel Study(KLIPS) was used. K-means cluster analysis was employed to categorize the consumption pattern of low income households and in order to analyze if there was any statistically significant difference in the stability of economic welfare between consumption patterns, analysis of variance was used. The results are as follows. First, the consumption pattern of low income households was categorized into six distinctive groups, each named as basic-livelihood focused pattern, relations focused pattern, parenting focused pattern, private education focused pattern, housing focused pattern and medical service focused pattern. Second, the age of the householder, education level, family size, home ownership were the factors that determined the consumption pattern. Third, there exists statistically significant difference in the level of asset and debt for the six groups. The results imply that poverty policy should be reformed so as to reflect the specific needs of low income households. Also, consumption should be regarded as an important sphere of welfare state intervention, in that collective goods such as education, housing and medical service operate as deteriorating factors of household economic welfare.
